The Board Approves Grants Administration Manual for Measure A 1024 683 RPOSD

In March 2019, Measure A’s Grants Administration Manual (GAM), the final document outlining grant guidelines and policies, was approved by the Los Angeles County Board of Supervisors (BOS), acting in their capacity as RPOSD’s governing body. The policies and guidelines outlined by the GAM balance the legislative requirements of Measure A, best practices from the grantmaking community, and robust input from the 46-member Measure A Implementation Steering Committee. The GAM is designed to streamline the grantmaking process by removing unnecessary barriers and guiding grantees through the application for and the administration of grant funds allocated and awarded pursuant to Measure A. New grant programs, elements, and initiatives are introduced, including a variety of competitive grants programs, Technical Assistance Program, Good Standing Policy, and community engagement.

Along with the approval of the GAM, the BOS also supported a motion for the Los Angeles County Department of Parks and Recreation (DPR) to conduct an assessment on the regional recreation, beaches, rural areas, and open spaces to determine the needs of the many diverse geographical areas of the County, which the current PNA does not reflect. Results of this assessment will inform the project planning and selection for RPOSD’s competitive grants under Measure A and will be combined with the current PNA to inform a unified Los Angeles Countywide Comprehensive Parks and Recreation Needs Assessment.
