In 2023, RPOSD overhauled the Measure A Grants Administration Manual (GAM) to streamline grant policies, workflows, and procedures. The update was informed by feedback from internal stakeholders and grantees, including city park agencies and nonprofit organizations, gathered through focus groups and virtual sessions. Based on this input, the GAM was fully revised, with a notable improvement to the annual allocation process that reduced processing and review times from one to three months to just weeks. Under the new process, grantees executed a single Master Agreement with RPOSD and submitted simplified Work Plans, eliminating the need for separate applications and agreements for each project. The updated GAM took effect on January 1, 2024.
