Technical Assistance Program (TAP)
We believe everyone should have a park nearby to play, relax, or exercise - regardless of their neighborhood, race, or income. RPOSD created the Technical Assistance Program (TAP) to provide free tools and resources to help eligible agencies build new parks or expand existing ones in communities with the greatest need, ensuring all Angelenos have access to safe, well-maintained green spaces within walking distance.

Since 2022, RPOSD has allocated over $9 million to help eligible agencies gain the technical knowledge, skills, and assistance they need to create parks in historically underserved communities.
Who is Eligible for TAP Resources?
30 agencies have been identified based on the 2016 Los Angeles Countywide Comprehensive Parks and Recreation Needs Assessment (PNA), which highlighted areas in the County with the greatest park needs.
These agencies, referred to as TAP Eligible Entities, serve the High and Very High Park Need cities and unincorporated areas in the County and automatically qualify for TAP allocations.
The funds can be used to hire professional consultants who provide support at every stage of park development, including community outreach and engagement, environmental studies, planning, design, cost estimation, project and construction management, and more.

*A Study Area refers to a specific geographic region within Los Angeles County. The County was divided into 188 Study Areas to facilitate a detailed evaluation of park needs in each region during the PNA. Through TAP, RPOSD aims to create new parks to reduce the park need in High and Very High Study Areas.
