WATER and Bus Transportation Program

The Russell Walker WATER (Water Awareness, Training, Education, and Recreation) Youth Program is expanding to connect even more youth across Los Angeles County with public beaches, focusing on ocean safety education.
This program is led by the Department’s WATER Lifeguards, who also serve as Ocean Lifeguards with the Fire Department, ensuring expert instruction in water safety and rescue techniques.

In its first year, the WATER Program expanded access to public beaches and provided recreational and educational opportunities to 1,761 youth. Participants received free transportation, meals, and ocean safety training, equipping them with essential skills for navigating coastal environments. The program not only enhanced physical strength but also fostered a deeper connection to the coastline and nature. Additionally, the Department of Beaches and Harbors hosted discussions on coastal-related careers, helping to educate youth about future career opportunities.
