As the year draws to a close, the team at the Los Angeles County Regional Park and Open Space District (RPOSD) is taking a moment to reflect on the year.  2023 has been a year of growth and progress in our mission to preserve and enhance green spaces through grantmaking, and none of it would be possible without the steadfast support of the Los Angeles County taxpayers and our park partners.  Together, we have created and enhanced spaces that offer solace, joy, and connection. To each of our contributors and supporters – we thank you.
Let’s take a look at what we have accomplished together this year:

for improvements and repairs to park, recreation, and beach facilities; for acquisition and development of new parks and trails; for the creation of recreational programming; and for other park recreation enhancements.

For the better part of the year, the RPOSD team has been focused on two significant endeavors. The first is overhauling the Grants Administration Manual (GAM), our handbook that provides essential guidance to applicants and grantees on the application and administration of Measure A-funded grants. The revamp focused on identifying opportunities to streamline and simplify the grant administration processes while maintaining high fiscal integrity. RPOSD hosted review sessions with its stakeholders via virtual information sessions and focus group meetings as part of the revision process. Input from stakeholders was incorporated to enhance areas where streamlining and improvements were possible. The updated and streamlined GAM will go into effect on January 1, 2024.

The second main focus throughout this past year has been the replacement of the Grants Management System (GMS), our digital platform that enables grant application and administration. Working alongside our consultant, we have conducted extensive interviews with back-end and front-end users to draft a competitive solicitation to upgrade and replace the current grants management system.
We want to express our deepest appreciation to those who have participated and provided valuable feedback for both the GAM and GMS.

This year, our Technical Assistance Program (TAP) made significant strides, including the addition of two new staff members and internal restructuring. This reorganization established a standalone section aimed at enhancing program implementation to achieve Measure A’s overarching mission of park equity in the County. The primary objective of this new section is to achieve park equity in our high and very-high park-need areas. The new TAP section will actively engage with high park-need areas, disseminating information about available technical assistance and resources. Additionally, this section will oversee the recently awarded programmatic grants.
On November 7, 2023, the Los Angeles County Board of Supervisors acknowledged our 30 years of stewardship over parks and open spaces in the County. They honored RPOSD with a proclamation of the day as “Regional Park and Open Space District Day.” We express our heartfelt gratitude to the Board of Supervisors, our Board of Directors, for this recognition and their unwavering commitment to preserving and protecting our parks.
Looking ahead, we are eager to continue this meaningful work. We wish you a joyous and prosperous 2024 filled with countless adventures and memories in our beloved parks and open spaces!

The Los Angeles County Regional Park and Open Space District will be implementing a revised Measure A Grants Administration Manual (GAM) in 2024. The GAM provides guidance in applying for and administering Measure A funds to ensure successful implementation of park and open space projects throughout Los Angeles County.

Please join the Los Angeles County Regional Park & Open Space District (RPOSD) for our Measure A Workshop on the Annual Allocations Workflow and Claims Process on Tuesday, December 12, 2023, from 3:00 p.m. to 4:00 p.m.

This workshop will guide grantees through an overview of the NEW process to apply for RPOSD’s Annual Allocations grant funds and discuss updates to the claims submission process, including an in-depth review of the revised Direct Costs Labor Form.

RPOSD celebrates the culmination of its 30th Anniversary and this accomplishment with the release of a video highlighting its achievements and continued efforts in enriching and empowering communities through innovative grantmaking for parks and open spaces.

Register to Attend the 2023 GAM Update Preview Session on November 15th

The Los Angeles County Regional Park & Open Space District (RPOSD) will be hosting a public virtual event to preview important updates to the Measure A Grants Administration Manual (GAM) on Wednesday, November 15, 2023, from 3:00 p.m. to 4:00 p.m. The GAM provides guidance in applying for and administering Measure A funds to ensure successful implementation of park and open space projects throughout Los Angeles County. You should register and attend if you are:

  • A grantee of RPOSD
  • A stakeholder of parks and open spaces across LA County
  • An eligible entity interested in applying for grant funding from RPOSD
  • A city or public agency in Los Angeles County managing parks and open spaces

Registration is Required to Attend the Event

Next Advisory Board Meeting will be on October 18th

The Citizens Oversight Advisory Board for Measure A will be meeting on October 18, 2023, at 6:00pm and the meeting is open to the public per usual. We are resuming the in-person element of this quarterly meeting while retaining ability for virtual attendance by the general public.

The Advisory Board meets quarterly throughout the year and provides outside accountability for the use of Measure A funds, ensuring that expenditures are being allocated and expended only for purposes described in the Measure. Please go to the Advisory Board page to preview the agenda, submit public comments, and access the links and codes to attend the meeting.

Save the Date! On Tuesday, August 29, 2023 at 12:00 p.m., RPOSD’s Technical Assistance program (TAP) will be hosting a Virtual Brown Bag Lunch with featured guest Pamela Yugar, the Director of Parks and Recreation at the City of Pico Rivera. She will be presenting on their process in seeking public funds to acquire and develop “the PAD,” an open space that supports a community-driven design concepts that will improve equitable access to outdoor recreation opportunities for healthy living. July Advisory Board Meeting Cancelled

The Citizens Oversight Advisory Board for Measure A was unable to convene on July 12, 2023, due to a lack of quorum. We apologize for any inconvenience caused by the cancellation.

The next meeting will be the final one of this year and is anticipated to take place during October.
