Program funds are available to agencies whose Excess Funds projects are complete and the grants are closed. This mini park is part of the RiverLink Open Space Master Plan and is located along the Los Angeles River between 21st Street and Hill Street. Proposition A funds were used for the design and construction of a greenway area with a walking path and playground.
Vincent Lugo Park grounds include lighted youth baseball diamond, youth multi-purpose athletic field, Laguna de San Gabriel Nautical (Dinosaur) Playground, picnic tables, barbecues, multipurpose trails, pedestrian bridges, restrooms and the Girl Scout House. The current project involves the development of a new play area and the installation of fitness equipment at the park.
